简要规则描述：本项目建设地点位为老港镇牛肚村拱极东路南北两侧，西至秋荷路，东至同强路，项目面积106.38亩(具体以实测为准)。抚育内容为修枝、采伐、苗木补种、地被种植、基础设施建设等，以进一步提升林地景观效果及休憩功能，具体以设计方案及新区批复为准。
中标单位需根据招标文件，拟定实施方案与技术措施，全过程各个环节须满足环保、生态公益林养护标准及林业抚育工程质量验收规范和国家有关规范标准内容的要求，确保项目根据新区林业部门验收要求，一次性验收合格率100%。
Brief Specification Description: The construction site of this project is located on the north and south sides of Gongji East Road, Niutou Village, Laogang Town, west to Qiuhe Road, east to Tongqiang Road, with a project area of 106.38 acres (subject to actual measurement). The content of care is pruning, logging, seedling replanting, ground cover planting, infrastructure construction, etc., to further improve the landscape effect and rest function of the forest land, and the specific design plan and the approval of the new area shall prevail. The winning bidder needs to formulate implementation plans and technical measures according to the bidding documents, and all links in the whole process must meet the requirements of environmental protection, ecological public welfare forest maintenance standards, forestry care project quality acceptance specifications and relevant national norms and standards, so as to ensure that the project has a one-time acceptance rate of 100% according to the acceptance requirements of the

4、施工现场项目管理机构拟派人员满足上海市园林绿化建设工程施工配备要求；标段最高限价400万元以下（含400万）的园林绿化工程项目，根据项目实际情况设置，最低应为4人（含）以上，且需包含园林项目负责人、安全员、质量员、材料员各1名。
5、拟派的项目负责人须具有上海市园林绿化工程从业人员项目负责人电子信息卡。
6、提供依法缴纳税收和社会保障资金、近三年没有重大违法记录的书面声明。
7、未被“信用中国”、“中国政府采购网”列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单[以查询的报名开始之日止前三年内的记录为准]。
8、不存在投标截止日前一年内投标单位存在违反《浦东新区关于加强建设工程招投标管理的若干意见》（浦建委建管[2020]26号）附件4“浦东新区建设工程招投标领域市场主体信用管理操作办法”规定的失信违法行为，被行政处罚且在信用中国(上海浦东)网站公示的（注：行政处罚以2023年1月1日（含）后为准，之前行政处罚不纳入否决）。
9、没有因发生生产安全事故被浦东新区建设行政管理部门暂停承接业务且在限制期内的。
