简要规则描述：本项目拟通过竞争性磋商的方式选择一家合格的供应商，对上钢新村街道辖区内2个一级微型消防站进行日常运行管理服务，有效提升居民小区抗御火灾的综合能力，持续改善居民小区消防安全环境。（具体详见第三章采购需求书）
Brief Specification Description: This project intends to select a qualified supplier through competitive consultation to provide daily operation and management services for two first-level micro fire stations within the jurisdiction of Shanggang Xincun Sub-district, effectively enhancing the comprehensive fire resistance capacity of residential communities and continuously improving the fire safety environment of residential communities. (For details, please refer to Chapter 3 of the Procurement Requirements.)
合同履约期限：2025年11月01日至2026年10月31日。

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement, and implement the policy of supporting small and medium-sized enterprises: This project is specifically for procurement by small and medium-sized enterprises. During the evaluation process, no price discount benefits will be applied to the products of small and medium-sized enterprises.
(2) Support welfare-based units for the disabled and treat them as micro and small enterprises.
(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. Not included in the lists of dishonest executors, major tax violation subjects, or serious illegal acts in government procurement as listed on "Credit China" (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn);
2. Must be a legal person or unincorporated organization established within China;
3. Subcontracting is not allowed for this project.
