简要规则描述：本工程范围内的在六灶湾村大治河区域布局骑行道以及文化艺术装置，对沿线绿化进行点缀布局，结合大治河果林带建设休憩设施等，大治河风貌带(六灶湾区域)整体面貌升级。（具体详见工程量清单及图纸）
Brief Specification Description: Within the scope of this project, a cycling track and cultural and artistic installations will be laid out in the Dazhi River area of Liuzaowan Village, and greenery along the route will be decorated. In addition, recreational facilities will be constructed in conjunction with the Dazhi River fruit forest belt, upgrading the overall appearance of the Dazhi River landscape belt (Liuzaowan area). (Please refer to the bill of quantities and drawings for details)

(b)落实政府采购政策需满足的资格要求：强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策。

(c)本项目的特定资格要求：（1）本次磋商需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书）；
（2）从事城市园林绿化项目的施工企业，应持有效的营业执照；
（3）园林绿化施工企业项目负责人须具有《园林绿化施工企业项目负责人质量安全生产考核合格证书》（在有效期内），并具有园林专业中级及以上职称；
（4）报名截止之日前三年内，在政府采购活动中无不良行为记录；
（5）公司资产状况良好，具有履行合同所必需的设备；依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
(c)Specific qualification requirements for this program: (1) This negotiation requires an online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Construction enterprises engaged in urban landscaping projects should hold valid business licenses; (3) The project leader of a landscaping construction enterprise must have a valid certificate of quality and safety production assessment for the project leader of the landscaping construction enterprise, and hold an intermediate or higher professional title in landscaping; (4) Within the three years prior to the registration deadline, there is no record of any misconduct in government procurement activities; (5) The company's assets are in good condition and it has the necessary equipment to fulfill the contract; Pay taxes and social security funds in accordance with the law, have a good commercial reputation and a sound financial accounting system;
