简要规格描述或项目基本概况介绍、用途：根据《上海市生态环境局关于做好2025年入河入海排污口监督管理工作的通知》（沪环函〔2025〕21号）等文件要求，对于在抽查中过程中发现的现有排污口回潮或反复、雨洪排口晴天排水等情形，以及新增、遗漏的排污口，开展再溯源、再整治、再销号，构建“问题发现—溯源—整治—销号”动态整治销号机制，强化排污口的动态管理。为进一步加强和规范新区入河入海排污口长效监督管理，推动河湖、海洋生态环境质量持续向好，本项目拟通过公开招标的方式，择优选择一家供应商，提供浦东新区入河（海）排污口长效监管专项服务。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: In accordance with the Shanghai Municipal Ecology and Environment Bureau’s 2025 guidance on discharge outfall management, this project establishes a dynamic “identify–trace–rectify–close” mechanism to address recurring discharges, dry-weather flows from stormwater outlets, and newly identified or previously overlooked outfalls. To strengthen the long-term supervision of discharge outlets into rivers and seas in Pudong New Area and promote continuous improvement of aquatic and marine environmental quality, the project will select, through public bidding, a qualified supplier to provide specialized long-term regulatory services, including monitoring, source tracing, remediation support, and compliance verification.(For details, please refer to Chapter 3 – Procurement Requirements)
合同履约期限：合同签订之日起至2026年7月31日。

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）具有省级及以上质量技术监督局认定的检验检测机构资质认定证书（CMA）且认定批准的能力范围须包含本项目所需检测项目；
（4）具备民用航空管理部门颁发的《民用无人驾驶航空器运营合格证》。
（5）须系我国境内依法设立的法人或非法人组织；
（6）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) Having a Certificate of Qualification for Inspection and Testing Institutions (CMA) recognized by the Quality and Technical Supervision Bureau at or above the provincial level, and the approved scope of capabilities must include the testing items required for this project; (4) Having the Civil Unmanned Aerial Vehicle Operation Certificate issued by the Civil Aviation Administration. (5) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (6) This project does not allow subcontracting.
