简要规则描述：1、为上海市浦东新区精神卫生中心提供职工宿舍；2、供应商必须拥有长期稳定的房源，需提供房产证或购房合同或房屋租赁合同；3、位置要求：满足采购人入住职工上下班便利，步行10分钟能到达本单位。（具体详见第五章 采购需求书）
Brief Specification Description: 1. Provide staff dormitories for the Pudong New Area Mental Health Center in Shanghai; 2. Suppliers must have long-term stable properties and provide property certificates, purchase contracts, or rental contracts; 3. Location requirement: Meet the convenience of the purchaser's staff to commute to and from work, and be within a 10 minute walk of our unit. (Please refer to Chapter 5 Procurement Requirements for details)

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目专门面向小微企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprises will not be eligible for price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises.
(c)本项目的特定资格要求：
（1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”（www.creditchina.gov.cn）、“中国政府采购网”（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
(c)Specific qualification requirements for this program:
(1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;
(2) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www.creditchina. gov.cn) and "China Government Procurement Network" (www.ccgp. gov.cn);
(3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name);
(4) This project does not allow subcontracting.
