简要规格描述或项目基本概况介绍、用途：为加强沪东新村街道区域公共秩序、治安秩序、道路交通秩序、环境秩序等综合管理工作，采购人拟通过公开招标选择一家合格的供应商进行沪东新村街道城运管理辅助服务，主要服务内容是负责辖区内各类城市综合管理问题的发现、上报、处置、核查及配合相关执法队伍开展联合处置等工作。

Brief specification description or basic overview of the project: In order to enhance the comprehensive management of public order, public security order, road traffic order, environmental order and other aspects in the Hudong Xincun Sub-district area, the purchaser intends to select a qualified supplier through public bidding to provide auxiliary services for urban operation management in Hudong Xincun Sub-district. The main service content is to be responsible for the discovery, reporting, handling, verification of various urban comprehensive management issues within the jurisdiction, and to cooperate with relevant law enforcement teams in joint handling and other work. For specific content and requirements, please refer to Chapter Three - Service Requirements of the tender documents.
合同履约期限：2025年11月1日至2026年10月31日。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格扣除优惠 ；（2）残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically for procurement from small and medium-sized enterprises. During the evaluation, no price deduction benefits will be implemented for small and medium-sized enterprises. (2) Welfare units for the disabled and regard them as small and micro enterprises;
(c)本项目的特定资格要求：1、须具有《保安服务许可证》；
2、本项目不允许转包、分包。
