(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。
(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote employment for people with disabilities. Implement according to the 'Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement' (Caiwu [2020] No. 46) and the 'Notice on Further Increasing the Support for Small and Medium-Sized Enterprises in Government Procurement' [2022] No. 19.
(c)本项目的特定资格要求：具备建设部颁发的市政公用工程施工总承包三级及其以上资质，拟派项目经理须具备市政公用工程注册建造师二级及其以上。本项目专门面向中小企业采购。
(c)Specific qualification requirements for this program: Possesses a Grade III or higher general contracting qualification for municipal public works issued by the Ministry of Housing and Urban-Rural Development. The proposed project manager must have a registered constructor qualification for municipal public works at Grade II or higher. This project is specifically aimed at procurement from small and medium-sized enterprises.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
