(b)落实政府采购政策需满足的资格要求：推行节能产品政府采购、环境标志产品政府采购。促进中小企业、监狱企业、残疾人福利性单位发展。规范进口产品采购政策。
(b)Qualification requirements to be met to implement government procurement policies: Promote the government procurement of energy-saving products and government procurement of environmental labeling products. Facilitate the development of small and medium-sized enterprises, prison enterprises, and welfare units for people with disabilities. Standardize the procurement policies for imported products.
(c)本项目的特定资格要求：（1）投标单位应为合法的货物制造商或代理（经销）商，在合法范围内开展经营活动，具有履行本项目的相关供应能力和服务能力；
（2）投标单位所提供货物必须为原厂生产、未经使用的、全新合格产品，同时提供可靠的售后服务，不允许代加工、分包或转包；（需提供针对本项目的货源渠道及稳定性、配套售后服务、服务响应时间等相关支撑资料）
（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动
(c)Specific qualification requirements for this program: (1) The bidding entity shall be a legal manufacturer or agent (distributor) of the goods, conduct business activities within the legal scope, and possess the relevant supply capacity and service capacity to perform this project;(2) The goods provided by the bidding entity must be original factory-produced, unused, and brand-new qualified products, with reliable after-sales services provided at the same time. OEM (Original Equipment Manufacturing), subcontracting or subletting is not allowed; (Relevant supporting materials regarding the source channel and stability of goods for this project, supporting after-sales services, service response time, etc. shall be provided)(3) Different suppliers whose legal representatives are the same person or who have direct holding or management relationships shall not participate in the government procurement activities under the same contract.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
