(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(c)本项目的特定资格要求：具有建设部颁发的建筑工程施工总承包三级及其以上资质，拟派项目负责人须具备建筑工程注册建造师二级及其以上资格；本项目专门面向中小企业采购。
(c)Specific qualification requirements for this program: Possess a Grade III or higher qualification for general contracting of construction projects issued by the Ministry of Housing and Urban-Rural Development, and the proposed project manager must hold a Grade II or higher qualification as a registered construction engineer in the field of architecture; this project is specifically targeted for procurement from small and medium-sized enterprises.
