Brief specification description or basic overview of the project: This contract package covers the maintenance and management of municipal roads and ancillary facilities in the Shuyuan Town area. The scope includes local roads and public highways within the town's boundaries.
合同履约期限：各包件：本项目服务期限自26年1月1日起期限三年，采取一次招标三年沿用、分三个年度分别签订合同的方式实施
The Contract Period: For all project lots, the service term shall be three years, commencing on January 1, 2026. The procurement shall be conducted as a single tender process that shall govern the entire three-year term, with individual contracts to be signed separately for each annual period.

(c)本项目的特定资格要求：3、联合投标的须符合招标文件规定：提交联合投标协议且格式符合招标文件要求，联合体成员不得多于2家，联合体各方不得再单独参加或者与其他供应商另外组成联合体参加同一合同项下的政府采购活动。应由联合体主办方在上海政府采购云平台进行报名及投标操作
(c)Specific qualification requirements for this program: Requirements for Joint Bids:Submit a properly formatted joint bidding agreement.
Consortium limited to a maximum of 2 members.
Members cannot bid separately or join other consortia for this same contract.
The lead member must handle all registration and bidding on the Shanghai Government Procurement Cloud Platform.
