简要规格描述或项目基本概况介绍、用途：通过开展垃圾分类点位提升，在2025年12月底前及时完成27个误时点专项更新、3个精品示范居住区、21个固定型服务点、67个投放点微更新和1个惠民回收服务点建设；完成10个投放小屋、10个投放型厢房和4个露天点位建设，均通过验收。进一步提高分类实效，巩固达标示范创建成果，使生活垃圾分类投放参与度达到95%以上、生活垃圾分类投放居民知晓率达到100%，生活垃圾回收利用率达到45%，完成生活垃圾减量化、资源化、无害化处置目标，社区居民满意度达到95%以上。
Brief specification description or basic overview of the project: By carrying out the upgrading of garbage classification points, we aim to timely complete the construction of 27 special updates for missed time points, 3 high-quality demonstration residential areas, 21 fixed service points, 67 micro updates for disposal points, and 1 beneficial recycling service point by the end of December 2025; Completed the construction of 10 drop off cabins, 10 drop off type rooms, and 4 outdoor locations, all of which passed the acceptance inspection. Further improve the effectiveness of classification, consolidate the achievements of standard demonstration, achieve a participation rate of over 95% in the classification and disposal of household waste, a 100% awareness rate among residents of household waste classification and disposal, a 45% utilization rate of household waste recycling, and achieve the goals of reducing, resourceful, and harmless disposal of household waste. The satisfaction rate of community residents has reached over 95%.

(b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。
2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。
3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。
4）落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是□不是）专门面向中小企业采购，评审时小微企业产品均不执行10%价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
5）本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: 1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policies: Under the same conditions of technology, service and other indicators, priority should be given to purchasing products that belong to the energy-saving list announced by the state. 3) Encourage environmental protection policies: prioritize the procurement of products listed in the national environmental protection product list under equal performance, technology, service and other indicators. 4) Qualification requirements for implementing government procurement policies: (1) This project (■ Yes □ No) is specifically targeted towards small and medium-sized enterprises for procurement; (2) Support welfare units for people with disabilities and treat them as small and micro enterprises. 5) This project does not accept imported products.
(c)本项目的特定资格要求：（1）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采 〔2024〕12 号）第 17 条规定的供应商，不得参加本项目的采购活动；
（2）本项目不允许转包。
(c)Specific qualification requirements for this program: 1) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (2) This project does not allow subcontracting.
