Brief specification description or basic overview of the project: This project intends to select a supplier to complete the project, including but not limited to project library construction and mechanism updates, climate investment and financing basic database construction, departmental and municipal work collaboration, industry university research, and capacity building. (Please refer to Chapter 3 Procurement Requirements for details)
合同履约期限：合同签订日至2026年6月30日。
The Contract Period: The contract is signed until June 30th, 2026.

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目标不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Support policies for small and medium-sized enterprises: This goal is not specifically aimed at purchasing from small and medium-sized enterprises. During the evaluation, small and micro enterprise products will enjoy a 10% price discount. (2) Welfare units for disabled people and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) This project does not allow subcontracting.
