简要规格描述或项目基本概况介绍、用途：为保障浦东公安分局防冲撞设施及设备管理控制系统在出现故障时能在最短的时间内更换设备配件，确保防冲撞装置正常安全稳定运行，本项目拟对设施中损耗的、日常维护中发现损坏的及需要定期更换的备品备件进行采购，确保装置正常使用。（具体内容及要求详见招标文件第三章—采购需求书。）
Brief specification description or basic overview of the project: To ensure that the anti-collision facilities and equipment management control system of Pudong Public Security Bureau can replace equipment parts in the shortest time when faults occur, and to guarantee the normal, safe and stable operation of the anti-collision devices, this project plans to purchase spare parts that are worn out in the facilities, damaged during daily maintenance, and need to be replaced regularly, to ensure the normal use of the devices. For specific content and requirements, please refer to Chapter Three of the tender documents - Procurement Requirements.
合同履约期限：自合同签订之日起12个月。
The Contract Period: Twelve months from the date of contract signing.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目是专门面向小微企业采购，评审时小型和微型企业产品均不执行价格扣除优惠；（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（4）购买国货政策：本项目不接受进口产品。

During the review, neither small nor micro enterprise products will be subject to price deduction preferences.
