简要规格描述或项目基本概况介绍、用途：为贯彻落实《上海市生活垃圾清运、中转、处置作业服务质量评议办法》（沪绿容办 【2020】17号）、《2025年上海市生活垃圾分类实效综合考评办法》、《浦东新区生活垃圾清运、中转、处置作业服务质量年度评议办法》（浦废管 【2024】10号）、浦东新区中转站、居民以及企事业清运单位相关考核办法，进一步提升浦东新区生活垃圾清运、中转、处置作业服务水平，切实落实责任，拟通过公开招标方式选择一位合格供应商，以清运作业公司、中转站运营公司、小压站运营公司和属地化管理的街镇为评价对象，在全区开展生活垃圾收运实效测评工作。（具体详见第三章采购需求书）

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业均不执行价格折扣优惠； （2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is specially designed for small and micro enterprises, and small and micro enterprises do not implement price discounts during the review; (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）本项目不允许转包。
