简要规则描述：本项目负责南汇新城镇范围，对存在安全隐患、严重影响设施功能、严重影响市容环境以及涉及重大活动保障的整治工作，以及上级部门和城运中心指定需要兜底的处理的整治工作等，垃圾清运和市政设施的整治必须符合上海市及浦东新区有关规定，以供应商采用包工包料包质量的方式服务。
