简要规格描述或项目基本概况介绍、用途：在开展交通、市容等各类专项整治，打击各类交通违法行为的行动中，存在部门暂扣车辆需进行临时停放。故通过公开采购的方式，选取一家合格的供应商提供专项整治执法过程中暂扣车辆的停放及相关停车场配套服务。非法营运车辆（黑车、克隆车）、违法渣土车辆、公路超限车辆、交通运政方面违法车辆（省际班车、普货或集装箱车辆等）等。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: In carrying out various special campaigns to rectify traffic, urban appearance, and crack down on traffic violations, some departments have temporarily detained vehicles for temporary parking. Therefore, through public procurement, a qualified supplier will be selected to provide parking and related parking lot support services for vehicles temporarily detained during the special rectification and law enforcement process. Illegal operating vehicles (black cars, clone cars), illegal dump trucks, highway over limit vehicles, illegal vehicles in transportation and administration (inter provincial shuttle buses, general cargo or container vehicles, etc.), etc. (Please refer to Chapter 3 Procurement Requirements for details)
合同履约期限：本次预算服务期限为2026年度，本次采购工作完成前由原服务单位继续履行服务，如本次中标人非原服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标价折算支付给原服务单位相应的服务费用。本项目一次采购三年有效，合同一年一签。第二年和第三年合同根据上一年考核结果及财政预算批复情况决定合同是否续签。
The Contract Period: The service period of this budget is for the year 2026. Before the completion of this procurement, the original service provider will continue to provide services. If the successful bidder is not the original service provider, the service fees incurred during this period will be paid by the successful bidder to the original service provider at the winning bid price after the completion of the project procurement. This project is valid for three years with one-year contracts. The renewal of the second and third-year contracts will be determined based on the assessment results of the previous year and the approval of the fiscal budget.
