合同履约期限：服务期限1年，具体开始时间以采购人通知为准。

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprise products will not be subject to price discounts. (2) Welfare units for disabled people and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（1）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；（2）具备人力资源和社会保障部门颁发的，在有效期内的《劳务派遣经营许可证》；（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (2) Having a valid Labor Dispatch Business License issued by the Human Resources and Social Security Department; (3) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project; (4) This project does not allow subcontracting.
