本中国石油管道局工程有限公司维抢修分公司尼贝陆上原油外输管道维抢修服务国际技术服务外包业务  招标项目招标人为中国石油管道局工程有限公司维抢修分公司，项目资金来自100%自筹。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行公开招标。

2、项目概况与招标范围 Project Overview and Bidding Scope
项目概况：尼贝原油外输管线是西非石油公司出资建设的一条DN500口径管道，线路全长1950公里，其中尼日尔段1275公里，设置6个泵站和35个阀室。贝宁段675公里，设置2个泵站和24个阀室。尼贝管道沿途设置4个维抢修中心、两个维抢修队。尼贝陆上原油外输管道维抢修服务项目分为两个合同执行，分别为尼日尔段合同和贝宁段合同。服务项目主要内容：是提供人员驻站进行管道维抢修服务。目的是为尼贝管道业主提供管道应急维抢修服务，确保在管道安全受到影响时能够最短的时间内修复管道，避免管道停输和防止或减轻油品泄漏。
Project Overview: The Niger-Benin crude Oil Export Pipeline is a DN500 caliber pipeline under construction by West African Petroleum Corporation. It has a total length of 1,950 km, including the Niger section of 1,275 km, with 6 pumping stations and 35 valve chambers. The 675 km Benin section is equipped with 2 pumping stations and 24 valve chambers. There are three repair centers and two repair teams along the route of the Niger-Benin pipeline. The maintenance and repair service project of the Niger-Benin onshore crude oil export pipeline is divided into two contracts, namely the Niger section contract and the Benin section contract. The service project mainly includes two parts: one is to purchase equipment by means of rent and purchase, the other is to provide personnel stationed at the station for pipeline maintenance and repair services. The purpose is to provide emergency maintenance and repair services for Niger-Benin pipeline owners to ensure that the pipeline can be repaired in the shortest time when the safety of the pipeline is affected, to avoid pipeline outage and to prevent or reduce oil leakage.  
我公司现期望将以上项目的部分维抢修工作业务进行技术服务外包，寻找符合条件且保证能够提供对应专业技术业务的供应商完成。
Our company now expects to outsource the technical services for some of the maintenance and emergency repair work of the above projects, looking for qualified suppliers who can provide corresponding professional and technical services.
招标范围：提供尼贝原油管道维抢修服务项目执行过程中的专业技术工作并满足项目需要的业务分包商。
业务外包工作包括：参与施工方案的制定，指导与关键操作，现场的沟通协调等；站内工艺管道和长输管道在役焊接和无压焊接，站内管道和常规钢结构的焊接，与焊接服务相关的研磨、除锈、倒角、涂装等；设备物资的吊装和指挥工作，管道机械切割服务，排水放油、换氮、推油、平衡压力、试压、螺栓紧固、夹板阀安装、转接头安装、拆卸等，与管道维护和抢修工作有关的防腐和刷漆服务；管段测量、切割、预制、管件组对，安装各种应急维修夹具、套筒、三通和平衡接头，气割服务，安装夹板阀、更换垫片和法兰等装配服务，待修复点的定位，陆上管道溢油回收设备及物资管理、溢油回收演练及溢油回收救援。
Bidding scope: Participate in the formulation of construction plans, provide guidance and key operations, and coordinate on-site communication, etc. Subcontractors who provide emergency repair services for the Nibe crude oil pipeline and provide technical expertise to meet the needs of the project during the implementation of the project. Outsourcing work includes: in-service welding and non-pressure welding of process pipeline and long distance pipeline in the station, welding of pipeline and conventional steel structure in the station, grinding, Surface preparation, chamfering and painting related to welding services; Hoisting and directing of equipment and materials, pipeline mechanical cutting services, oil drainage, nitrogen exchange, oil pushing, pressure balancing, pressure test, bolt fastening, installation of clamping valves, installation and disassembly of converters, etc., anti-corrosion and painting services related to pipeline maintenance and emergency repair work; Pipe section measurement, cutting, prefabrication, fitting group, installation of various emergency maintenance fixtures, sleeves, tees and balance joints, gas cutting services, installation of sandwich valves, replacement of gaskets and flanges and other assembly services, location of repair points, onshore pipeline oil spill recovery equipment and materials management, oil spill recovery drill and oil spill recovery rescue.
服务期限：两年，自承包商人员调遣至现场日起算。
Term of service: Two years from the date on which Contractor personnel are transferred to the site.
标段划分及理由：因业主要求招标方需与其签订尼日尔段和贝宁段两个合同，故本次招标分为两个标段，分别是日尔标段和贝宁标段。但由于两标段的工作性质和工作内容等基本一致，因此对两个标段进行统一招标，将只有一家服务商成为中标人。
Section division and reasons: Since the owner requires the tenderee to sign two contracts for the Niger section and the Benin section, this tender is divided into two bidding sections, namely the Niger section and the Benin section. However, as the work nature and work content of the two bidding sections are basically the same, so the two bidding sections are unified bidding. Only one service provider will be selected as the winning bidder.

3、投标人资格要求Bidder Qualification Requirements
3.1 本次招标不接受联合体投标。
3.1 Consortium bidding is not accepted in this bidding activity.
3.2 本次招标要求投标人须具有能够独立承担民事责任的法人的单位。
3.2 This bidding requires the bidder to have a legal entity that can independently bear civil liability.
3.3 业绩要求：投标人近3年内至少承接并执行过2个相关的工程、技术或人力服务项目，须提供有效证明材料。 
3.3 Performance requirements: The bidder must have undertaken and executed at least two relevant engineering, technical, or employees provision service projects within the past three years, and must provide valid supporting documentation.            
3.4 信誉要求:投标人及其法定代表人、拟任命的项目负责人必须承诺近三年内无犯罪记录。投标人未被暂停投标或取消投标资格、未进入清算程序、未被宣告破产或未丧失其他履行合同能力的，应当提供承诺书。
3.4 Reputation requirement: The bidder, its legal representative and the project leader to be appointed have no criminal record in recent three years, and must provide commitment. If the bidder has not been suspended or disqualified from bidding, has not entered liquidation procedure, has not been declared bankrupt, or has not lost other ability to perform the contract, the letter of commitment shall be provided.
3.5 项目负责人的资格要求：
3.5 Qualification requirements of project leader: 
3.5.1至投标截止时间止，拟任命的项目负责人至少具有3年在工程、技术或劳务服务项目中担任负责人或管理人员的管理经验。 
    注：①投标人须提供拟任命项目负责人的学历证明、身份证明及履约能力承诺书（复印件并加盖公章）。
3.5.1 By the bid submission deadline, the proposed project leader must have at least 3 years of management experience as a person in charge or manager in engineering, technical, or labor service projects.
Note: ① The bidder shall provide the educational certificate, identification document, and performance capability commitment letter of the proposed project manager (photocopies with bidder’s seal).
