简要规格描述或项目基本概况介绍、用途：惠南镇现有住宅小区252个，其中由政府管理的老旧小区59个，现为做好物业服务不足的老旧小区共用部位应急维修、新抛盘小区应急托底维修、处理关于住宅小区维修事件热线工单事件、增援防台防汛等突发事件，需要有技术性、时效性的应急维修服务。详见招标文件“第二章项目招标需求”。
Brief specification description or basic overview of the project: Hui Nan Town currently has 252 residential communities, including 59 old neighborhoods managed by the government. To address emergency repairs for shared areas in communities with insufficient property management services, emergency support repairs for newly developed communities, handling hotline work orders related to residential community maintenance incidents, and reinforcing measures against typhoons and floods, technically skilled and time-sensitive emergency repair services are required. For details, refer to "Chapter 2 Project Tender Requirements" in the tender documents.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（是）专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (c)本项目的特定资格要求：（1）本次招标需要网上投标，投标人必须获得上海市电子签名认证证书（CA认证证书）；
（2）具有有效的营业执照或相关证件；
（3）具有承接本项目的人员、设备、场所等相关条件；
（4）投标截止之日前三年内，在政府采购活动中无不良行为记录；
（5）公司资产状况良好，依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
(c)Specific qualification requirements for this program: (1) This bidding requires online bidding, and bidders must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Having a valid business license or relevant documents; (3) Having the personnel, equipment, location, and other relevant conditions to undertake this project; (4) Within the three years prior to the deadline for bidding, there has been no record of any misconduct in government procurement activities; (5) The company has a good asset condition, pays taxes and social security funds in accordance with the law, has a good commercial reputation, and a sound financial accounting system;
