Brief specification description or basic overview of the project: The main tasks of this project are as follows: Taking the land inspection management unit as the basic monitoring object and focusing on cultivated land, based on high-frequency, full-area high-resolution satellite remote sensing images, using remote sensing image intelligent monitoring technology, to achieve efficient and targeted monitoring of the current status and changes of cultivated land within the region. By providing comprehensive data and technical support, it helps to enhance the efficiency of land management. The highest bid limit is 1,416,060.00 yuan, including 600,000.00 yuan for monitoring and verification based on management units, 115,560.00 yuan for orthophoto production, 498,000.00 yuan for discovery and interpretation of cultivated land changes, and 202,500.00 yuan for satellite image procurement. (For details, please refer to the procurement requirements in Chapter 3.)
合同履约期限：自合同签订之日起至2026年12月31日前完成。
The Contract Period: It shall be completed from the date of contract signing until December 31, 2026.

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣；（2）残疾人福利性单位，并将其视同小微型企业。

During the evaluation process, products from small and micro enterprises enjoy a 10% price discount. (2) Disability-friendly welfare units are regarded as small and medium-sized enterprises.
(c)本项目的特定资格要求：1、须具备自然资源主管部门依法颁发的《测绘资质证书》，资质等级须为乙级及其以上，业务范围包括摄影测量与遥感专业；
2、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. It is necessary to hold the "Surveying and Mapping Qualification Certificate" issued by the competent natural resources authority, with the qualification level being at the second class or above. The business scope includes photogrammetry and remote sensing specialties.
2. This project is not allowed to be subcontracted.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
