简要规格描述或项目基本概况介绍、用途：本项目主要是通过公开招标的方式选择一家合格的投标人为采购人提供综合管理服务。服务内容包括但不限于：按照浦东新区洋泾街道统一部署和要求，严格遵守各项规章制度，加强服务队伍教育管理和培训，不断完善各项服务工作措施。听从城管、协助城管对洋泾街道辖区内违法经营、违法排污、违法建筑、共享单车乱停放、乱停车、乱设摊、乱张贴、跨门营业等影响市容环境现象进行巡查、驻守，确保项目区域内市容环境整洁、有序。（具体内容及要求详见招标文件第三章—服务需求书）。

合同履约期限：本项目采购预算所涵盖的服务期限为2025年08月起至2026年07月。本次采购工作完成前由原服务单位继续履行服务，在此期间所产生的相关费用，待项目采购完成后由中标人按中标价折算支付给原服务单位，费用按中标价/365*原单位服务天数计算。
The Contract Period: The service period covered by the procurement budget of this project is from August 2025 to July 2026. Before the completion of this procurement work, the original service unit will continue to provide services. The related expenses incurred during this period will be converted and paid to the original service unit by the winning bidder based on the winning bid price after the project procurement is completed. The expenses will be calculated based on the winning bid price/365 * the number of service days of the original unit.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）具备省市级公安部门核发的有效的《保安服务许可证》；
（5）本项目不允许转包。
