简要规格描述或项目基本概况介绍、用途：为贯彻落实《临港新片区公交到站预报建设提升三年行动计划》，加快临港公交基础设施建设，改善群众候车条件，本项目拟根据站点设施情况和具体点位，选择性使用站亭预报设备和站杆预报设备，并以此为渠道对外发布车辆到站预报信息。提供到站预报设施设备供应及安装，具体建设内容为：安装站亭黑白墨水屏预报设备70套，安装站杆黑白墨水屏预报设备50套，安装站杆彩色墨水屏预报设备10套（具体采购内容详见招标文件“第二章-采购需求”）。按照《中小企业划型标准规定》（工信部联企业﹝2011﹞300号），采购标的对应的中小企业划分标准所属行业为 其他未列明行业 。

合同履约期限：2025年11月30日前完成供货及安装。设备维保期为验收合格后五年。
The Contract Period: Delivery and installation shall be completed before November 15, 2025. The equipment maintenance period is five years after acceptance

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本项目专门面向小微企业。执行《政府采购促进中小企业发展管理办法》的通知财库〔2020〕46号）、《财政部关于进一步加大政府采购支持中小企业力度的通知》财库[2022] 19号。本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。
(b)Qualification requirements to be met to implement government procurement policies: This project is specifically aimed at small and micro enterprises. Implement the "Notice on the Implementation of the Measures for the Promotion of the Development of and Medium-sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46), "Notice on Further Stthening the Support for Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2022] No. 19). this procurement meets the government's mandatory procurement of energy-saving products, encouraging environmental protection products, supporting welfare enterprises, promoting the employment of the disabled, supporting small and micro enterprises supporting prison and drug rehabilitation enterprises and other policies, the relevant policies will be implemented.

3.1根据《上海市政府采购投标人信息登记管理办法》已登记入库的投标人。
3.2本项目不允许联合体形式投标。
3.3未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。
3.4为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该项目的其他采购活动。
3.5单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动。
3.6符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动。
3.7 本项目专门面向小微企业采购。
