一、招标条件Tendering Conditions
东非原油外输管道项目招标人为中石油管道局坦桑尼亚国家公司，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件。The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.
二、项目概况与招标范围 Project Overview and Tendering Scope
2.1 项目概况 Project Profile
东非原油外输管道项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主为道达尔勘探开发公司（上游，联络线部分）与道达尔东非中游公司。计划工期为27个月。
East African Crude Oil Pipeline Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

2.3 交货地点 Delivery place
1.中国投标人 CHINESE BIDDERS：
国内主要港口人民币交货价（含13%增值税）
RMB delivery price at major ports in China(Including 13% VAT)
2.国外投标人（非属地）INTERNATIONAL BIDDERS(Outside China bidders)：
A包，CIF货交坦桑尼亚达累斯萨拉姆港；B包，CIF货交肯尼亚蒙巴萨港,美元价格。
PACKAGE A SHALL QUOTE CIF DARES SALAAM PORT, TANZANIA USD PRICES.
PACKAGE B SHALL QUOTE CIF MOMBASA PORT, KENYA USD PRICES.
3.乌干达合格属地投标人：LOCAL BIDDERS OF UGANDA:
乌干达现场DDP(Plot 57 Bugahya Block 8 at Bulemwa,YESIIGA VILLAGE,HOIMA, UGANDA) 美元价格，乌干达属地投标人可只参与B包投标。如果同时参与A包，A包将按照国际投标人考虑。针对属地投标人，允许分包授标。
DDP (Plot 57 Bugahya Block 8 at Bulemwa,YESIIGA VILLAGE,HOIMA, UGANDA) USD price, Ugandan bidders can only participate in Package B bidding. If participating in Package A at the same time, Package A will be considered as an international bidder. For local bidders, separate Package awarding is allowed.
2.4 交货期 Delivery time
供货商提供最短交货期。
The supplier shall provide the shortest delivery time .
三、投标人资格要求 Bidder qualification requirement
3.1 本次招标 不接受 联合体投标。
Bids from joint venture are not accepted.
3.2 投标人须具有独立法人资格，在法律和财务上独立、合法运作并独立于招标人（招标代理机构）的制造商、代理商或贸易商。投标人须提供ISO体系认证及其相关企业资质（包括但不限于营业执照或注册证书等）,具有与本采购项目相应的供货能力，投标人需在投标文件中如实写明中标后该批货物的生产品牌，生产地址，如生产、制造加工基地。
The bidder must have independent legal personality, operate independently and legally in terms of law and finance, and be independent of the tenderer (bidding agency) as a manufacturer, agent, or trader. Bidders must provide their ISO system certification and relevant corporate qualifications (including but not limited to business license or registration certificate, etc.) and have the corresponding supply capability for this procurement project. The bidder shall truthfully state the production brand, production address of the batch of goods such as the production and manufacturing processing base after winning the bid in the bidding documents.
3.3如投标人为中国注册的制造商、代理商或贸易商的,须在“国家企业信用信息公示系统”网站（www.gsxt.gov.cn）未被列入经营异常名录和严重违法失信企业名单；投标人、法定代表人或者负责人未被人民法院在“信用中国”网站（www.creditchina.gov.cn）列入失信被执行人；2022年1月1日至投标截止时间，投标人或其法定代表人（单位负责人）无行贿犯罪行为（在“中国裁判文书网”网站（wenshu.court.gov.cn）查询）。
If the bidder is a manufacturer, agent, or trader registered in China, they must not be included in the list of abnormal business operations or serious illegal and dishonest enterprises on the "National Enterprise Credit Information Publicity System" website (www.gsxt. gov.cn); The bidder, legal representative or person in charge has not been listed as a dishonest debtor by the People's Court on the "Credit China" website (www.creditchina. gov.cn); From January 1, 2022 to the bidding deadline, the bidder or its legal representative (unit leader) has no bribery criminal behavior (checked on the "China Judgments Online" website (wenshu. court. gov.cn)).
3.4投标人未被中国石油天然气集团有限公司/中国石油管道局工程有限公司列入黑名单、暂停或取消投标资格或交易权限。
The bidder has not been blacklisted, suspended or disqualified from bidding or trading authority by China National Petroleum Corporation/China Petroleum Pipeline Engineering Co., Ltd.
3.5财务要求：
中国境内的投标人应财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；投标人需承诺不存在进入清算程序、被宣告破产或其他丧失履约能力的情形（投标人需在其投标文件中提供无上述情形的承诺函）；投标人须提供近三年（2022-2024年度）的经会计师事务所或审计机构审计的完整的财务报告（须由注册会计师签字盖章）。财务报表至少应包括：包括资产负债表、现金流量表、利润表和财务情况说明书（或报表附注）。成立日期晚于要求年份的，从成立年起计算。如投标人的成立时间不足一个财务年度的或成立时间超过一个财务年度但尚未完成该年度财务审计的，须提供公司出具的财务报表（加盖公章）。国际投标人需提供承诺函。承诺函内容为：投标人技术商务评审合格后且授标前，提供近三年经审计的财务报表（成立日期晚于要求年份的，从成立年起计算）。
中国境内及境外的投标人，需在其投标文件中提供如下承诺：我公司财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；我公司不存在进入清算程序、被宣告破产或其他丧失履约能力的情形。如我公司中标，招标人有权在合同签订前审查我公司完整的财务报告及财务状况，若发现我公司存在上述情况或风险，招标人有权取消我公司的中标资格。
Bidders within China should have a good financial condition (with an asset liability ratio of less than 100%) and not be in a state of property takeover, bankruptcy, or other closure, suspension, consolidation, or conversion; The bidder shall undertake that there is no situation of entering into liquidation proceedings, being declared bankrupt or otherwise losing the ability to perform (the bidder shall provide a commitment letter in its bidding documents stating that there are no such situations); The bidder shall provide financial statements for the recent 3 years.( which must be signed and sealed by a certified public accountant ). Financial statements should at least include: balance sheet, cash flow statement, income statement and financial statements.If the date of establishment is later than the requirment, it shall be calculated from the year of establishment. If the bidder 's establishment time is less than one financial year or the establishment time is more than one financial year but has not yet completed the annual financial audit, the financial statements issued by the company (with official seal) must be provided. International bidders are required to provide a commitment letter. The content of the commitment letter is: After the bidder passes the technical and commercial evaluation and before the award, provide audited financial statements for the past three years (if the establishment date is later than the requirment, it shall be calculated from the establishment year).
Bidders within and outside of China are required to provide the following commitment in their bidding documents: our company's financial condition is good (with an asset liability ratio of less than 100%), and we are not in a state of property takeover, bankruptcy, or other closure, suspension, consolidation, or conversion; Our company does not have any situation of entering into liquidation procedures, being declared bankrupt or otherwise losing its ability to perform. If our company wins the bid, the tenderer has the right to review our company's complete financial report and financial status before signing the contract. If any of the above situations or risks are found in our company, the tenderer has the right to cancel our company's bid qualification.
3.6业绩要求：投标人须提供近3年（2022-2024）项目类似产品的有效应用业绩。业绩表中产品的性能、技术参数应能适用或接近数据单中规定的工况条件。业绩表应包括工程名称、产品规格型号及主要技术参数、供货数量、使用地点、签订合同时间、有效业绩合同及合同发票复印件（提供的合同复印件至少应包括：封页；签字盖章页；合同中包含买方名称、物资名称、规格型号及技术参数、供货数量、签订时间的关键页；合同发票复印件至少应包括与合同对应的1张发票）、业主联系人及联系方式。
Performance requirements: Bidders must provide effective application performance of similar products in the past 3 years (2022-2024). The performance and technical parameters of the products in the performance sheet should be applicable to or close to the working conditions specified in the data sheet. The performance sheet should include the project name, product specification model and main technical parameters, supply quantity, usage location, and contract signing time，the copy of effective performance or order  (the provided copy of the contract should include at least: cover page; signature and seal page; key pages in the contract that include the buyer's name, material name, specifications and technical parameters, supply quantity, and signing time(The copy of the contract invoice should at least include one invoice corresponding to the contract.);, the owner's contact person and contact information.
3.7其它要求：
投标人（含制造商、代理商、贸易商）近三年在中国石油天然气集团有限公司/中国石油管道局工程有限公司所属项目中无重大质量事故、安全事故，且与CPP无法律纠纷，需提供承诺函。
Bidders (applicable to manufacturers , agents and Traders) have not experienced major quality and safety accidents in the past three years, and a commitment letter is required.
如制造商为中石油库内供应商，能源一号网入网状态应为：“正常”（针对入网企业）
If the manufacturer is the supplier of CNPC warehouse.The status Of Energy NO. 1 network connection should be "normal" (for connected enterprises).
