(c)Specific qualification requirements for this program: Possesses a municipal public works construction general contracting qualification of level three or above issued by the Ministry of Construction, and the intended project manager has a second-level or above registered constructor qualification for municipal public works. This project is specifically procured for small and medium-sized enterprises.
