简要规则描述：为了完善南汇新城镇托育服务体系建设，拟在AI创新港参照《上海市浦东新区“宝宝屋”设立指引手册》要求，装修建设一个宝宝屋。该项目建筑面积约为523平米，主要内容为室内地面铺设PVC地材、纸面石膏板吊顶，纸面石膏板隔墙，附属的电气工程、给排水工程、弱电工程、消防工程。
Brief Specification Description: In order to improve the construction of the Nanyuan New City Childcare Service System, it is proposed to renovate and construct a baby room in AI Port in accordance with the requirements of the "Guidelines for the Establishment of Baby Rooms in Pudong New Area, Shanghai". The total building area of the project is 523 square meters, mainly including the laying of PVC floor covering, gypsum board ceiling, gypsum board partition wall, ancillary electrical engineering, water supply drainage engineering, low-voltage engineering, and fire protection engineering.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：3、具有建筑工程施工总承包三级及其以上资质，且具备有效的安全生产许可证；
4、供应商拟派项目经理须具有建筑工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在上海市建筑建材业网站上查询为准；
5、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
6、本项目仅面向中小企业（含中型、小型、微型企业）采购。
(c)Specific qualification requirements for this program: 3. Possess the qualification of general contracting of construction projects at level III or above, and have a valid safety production license;
4. The's proposed project manager must have a second-level (or above) registered constructor qualification in the field of architectural engineering, possess a valid safety production assessment certificate, and the person in charge of this project shall be subject to the verification on the website of Shanghai Building and Building Materials Industry;
5. Suppliers that meet the provisions of Article 1 of the "Guiding Opinions on Connecting with International High-Standard Economic and Trade Rules and Promoting the Reform of Government Procurement in Pilot Areas" (Shghai Finance and Procurement [2024] No. 12) are not allowed to participate in the procurement activities of this project.
6. This is only open to small and medium-sized enterprises (including medium-sized, small-sized, and micro-sized enterprises) for procurement.
