简要规则描述：本项目为2025年住宅电梯远程监测装置加装项目，拟通过公开竞争性磋商选择一名合格的供应商为康桥镇区域内的仁怡苑、诚康雅苑、富康苑等18个小区安装520台住宅电梯配备远程监测装置，并通过将远程监测装置所采集的数据接入上海智慧电梯平台等方式，向采购人提供远程监测数据服务。（具体详见第三章采购需求书）
Brief Specification Description: This project is an installation project of remote monitoring devices for residential elevators in 2025. It is planned to select a qualified supplier to install 520 residential elevators with remote monitoring devices for 18 communities including Renyiyuan, Chengkangyayuan and Fukangyuan in Kangqiao Town through open competitive negotiation, and provide remote monitoring data services to purchasers by connecting the data collected by the remote monitoring devices to Shanghai Smart Elevator Platform. (For details, please refer to Chapter III Procurement Requirements)
合同履约期限：在2025年12月31日前完成设备的安装、调试并通过验收，自验收合格之日起提供3年的电梯远程监测运维服务。
The Contract Period: Complete the installation, debugging and acceptance of the equipment before December 31, 2025, and provide elevator remote monitoring and operation service for 3 years from the date of acceptance.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小型和微型企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and medium-sized enterprises to purchase, and small and micro enterprises do not implement price deduction concessions during evaluation.
