简要规格描述或项目基本概况介绍、用途：为推动低空政务综合监管数字化实战应用，本项目拟通过公开招标的方式，选取一家合格的供应商，提供综合执法无人机智能监管工作辅助服务。主要服务内容包括利用无人机对浦东新区区域进行定点或区域常态化数据采集、督查巡检和机动飞行，实现低空政务无人机高空巡查辅助、智能预警等。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: The main service content includes using drones to conduct fixed-point or regional normalized data collection, supervision and inspection, and mobile flight in Pudong New Area, realizing low altitude government unmanned aerial vehicle high-altitude patrol assistance, intelligent early warning, etc. (Please refer to Chapter 3 Procurement Requirements for details)
合同履约期限：本项目预算服务期限为1年，日期为2026年1月1日至2026年12月31日。（本次采购工作完成前由临时服务单位继续履行服务，如本次中标人非临时服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标价折算支付给临时服务单位相应的服务费用。）
The Contract Period: The budgeted service period for this project is one year, from January 1, 2026, to December 31, 2026. (Before the completion of this procurement, the temporary service unit will continue to provide services. If the winning bidder is not the temporary service unit, the service fees incurred during this period will be converted and paid by the winning bidder to the temporary service unit at the bid-winning price upon completion of the project procurement.)

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the proportion of SMEs in government procurement, and support SMEs: This project is specifically open to SMEs for procurement, and SMEs will not receive price discounts during the evaluation process. (2) Welfare-oriented units for persons with disabilities, which are treated as small and micro enterprises.
(c)本项目的特定资格要求：（3）须具有民用航空管理部门颁发的有效的《民用无人驾驶航空器运营合格证》；
（4）本项目不允许转包。
