简要规格描述或项目基本概况介绍、用途：本项目通过公开招标的方式，选取一家合格的供应商提供行政辅助服务。主要内容包括：（1）使用行政辅助力量配合开展各类内部辅助服务事项。（2）提供船艇驾驶服务，完成日常巡航船舶驾驶、应急值守、协助执法、船艇日常维护等日常服务。（3）配合采购人生态环境执法领域船舶驾驶、内部辅助管理服务事项。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: This project selects a qualified supplier to provide administrative auxiliary services through an open tender process. The main contents include: (1) Utilizing administrative auxiliary resources to support various internal auxiliary service tasks. (2) Offering vessel navigation services, including daily patrol vessel operations, emergency duty shifts, law enforcement assistance, and routine vessel maintenance. (3) Assisting the purchaser in vessel navigation and internal auxiliary management services within the ecological and environmental law enforcement domain. (For specific details, refer to Chapter 3 of the Procurement Requirements Document.)
合同履约期限：本次采购工作完成前由原服务单位继续履行服务，如本次中标人非原服务单位，在此期间所产生的服务费，按照月单价结算给原服务商至本年度新合同签订之前一个月的所有服务费用。本项目一次采购三年有效，合同一年一签。首年合同服务期限拟自2026年1月1日至2026年12月31日止，以正式合同签订为准。第二年和第三年合同根据上一年考核结果及财政预算批复情况决定合同是否续签。
The Contract Period: Before the completion of this procurement work, the original service unit will continue to provide services. If the winning bidder is not the original service unit, the service fees incurred during this period will be settled to the original service provider at a monthly unit price for all service fees up to one month before the signing of the new contract for this year. This project is valid for three years with a one-time procurement, and the contract is signed once a year. The first year contract service period is proposed to be from January 1, 2026 to December 31, 2026, subject to the formal contract signing. The second and third year contracts will be renewed based on the assessment results of the previous year and the approval of the financial budget.
