简要规则描述：项目位于临港新片区105社区I09-02地块，东至川育路，南至耘艾路，西至I09-01地块，北至I09-01地块。主要建设内容为幼儿园、地下室、门卫、变电站、垃圾房、活动场地等。项目新建总建筑面积11420平方米，其中：地上建筑面积7370平方米（其中计容建筑面积7220平方米，不计容建筑面积150平方米），容积率约1.0，建筑密度约35%，绿地率约35%；地下建筑面积4050平方米。本项目设置机动车停车位59个（含地上货车车位1个、地下停车位58个），非机动车停车位10个（均为地上）。同步实施机电设备安装工程、场内道路工程、景观绿化工程、给排水工程及其他附属工程等。本项目为专业工程暂估价,施工内容为变配电设备安装工程。
Brief Specification Description: The main construction content includes kindergarten, basement, guardhouse, substation, garbage room, activity field, etc. The total construction area of the new project 11,420 square meters, including 7,370 square meters of above-ground construction area and 4,050 square meters of underground area. The installation of mechanical and electrical equipment, site roads, landscape greening, water supply and drainage and other ancillary projects will be implemented simultaneously. This project is a professional estimate, and the construction content is the installation project of substation equipment.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：（1）具有建设部颁发的中华人民共和国住房和城乡建设部颁发的施工专业承包输变电工程三级及其以上资质，并在人员、设备、财务等方面具有相应的施工能力；
（2）具有有效的安全生产许可证；
（3）投标人须具有有效的承装(修、试)电力设施许可证资质。投标人在2025年7月1日之前取得资质的，未完成换证工作且在有效期内的，许可类别及等级须为:承装、承修承试肆级(或以上);在2025年7月1日之后取得资质的,许可类别及等级须为:承装、承修、承试叁级(或以上)资质。
注:2025年7月1日起实施新版《承装(修、试)电力设施许可证管理办法》(国家发展改革委2025年30号令)。
（4）项目负责人必为投标人本单位的工作人员，持有中华人民共和国住房和城乡建设部颁发的中华人民共和国二级建造师执业资格证书，注册专业须为机电工程。
(c)Specific qualification requirements for this program: (1) Possess the construction professional contracting qualification of power transmission and transformation project of the third level or above issued by the Ministry of Housing and UrbanRural Development of the People's Republic of China, and have the corresponding construction capacity in terms of personnel, equipment and finance. (2) Possess a valid Work Safety. (3) The bidder must have a valid Power Facility Installation (Repair, Test) License. (4) The project manager must be a staff member of the bid and hold a qualification certificate of China's second-level constructor issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and the major must be mechanical and electrical engineering.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
