简要规则描述：本项目拟通过公开采购的方式，选择一家合格的供应商承担上海市滴水湖幸福河湖建设工程的代建管理服务工作。工程建设地点：本工程位于滴水湖核心片区，主要范围为滴水湖及涟河射河。
主要建设内容包括：内河引排水闸修缮及改造、河湖地形地貌修复及岸线生态化改造、入河排口改造、河湖管控能力提升建设、智慧监管设施建设等。（具体详见第三章采购需求书）
Brief Specification Description: This project intends to select a qualified supplier through public procurement to undertake the construction and management services for the Shanghai Dishui Lake Xingfu River Lake construction project. Construction site: This project is located in the core area of Dishui Lake, mainly covering Dishui Lake and Lianhe Shehe River.
The main construction contents include: repair and renovation of inland water diversion and drainage gates, restoration of river and lake topography and ecological transformation of shorelines, renovation of river discharge outlets, improvement of river and lake control capabilities, and construction of smart supervision facilities. (Please refer to Chapter 3 Procurement Requirements for details)

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是□不是）专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project (■ Yes □ No) is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3） 须系我国境内依法设立的法人或非法人组织；
（4） 单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动，提供股东组成基本情况。
（5） 本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law ; (4) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract, and shall provide basic information on shareholder composition. (5) This project does not allow subcontracting.
