简要规则描述：根据《关于印发〈2024年上海市生活垃圾分类精品小区(村)建设、可回收物回收体系改造提升工作安排〉的通知》(沪分减联办[2024]3 号)和《关于印发〈浦东新区持续优化生活垃圾全程分类体系工作方案〉的通知》(浦分减联办[2024]1号)等文件要求，拟对建业新村、华丰大楼、西三高层小区垃圾投放点位进行精品提升，东方城市花园、东丽苑、东林小区等39个点位进行专项更新,改造内容包括打造一米花园、安装垃圾分类宣传地插、设计和悬挂垃圾分类宣传横幅等。质保期自验收合格之日起不少于1年。（具体详见第三章采购需求书）

合同履约期限：自合同签订之日起45天内完成全部安装、调试及验收工作。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣优惠。（2）残扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。（4）购买国货政策：本项目不接受进口产品。
