(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。
(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and the employment of people with disabilities. This shall be implemented in accordance with the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (2022] No. 19).
(c)本项目的特定资格要求：具备建设部颁发的电子与智能化工程施工专业承包二级及其以上资质，拟派建造师具备机电安装工程注册二级及其以上资格。本项目专门面向中小微企业采购。
(c)Specific qualification requirements for this program: Possessing a Class II or above professional contracting qualification for electronic and intelligent engineering construction issued by the Ministry of Construction, and the proposed registered constructor should have a Class II or above qualification for mechanical and electrical installation engineering. This project is specifically targeted at small, medium and micro enterprises for procurement.
